Imperial City was a city that was full of technology that became ruins after the war between the Eggman Empire and the Resistance. It was controlled by the Eggman Empire.
History
Eggman's World Conquest
After getting ahold of a mysterious artifact known as the Phantom Ruby, Dr. Eggman began preparing for what he assumed would be the final battle. Eggman successfully defeated and captured Sonic and conquered the majority of the planet. This city served as one of Eggman's main territories during this time. When he lost the war to Sonic and the Resistance, this city was left in ruin.[1][2] (StH: #1, #7)

When they began looking for Dr. Eggman, the Chaotix of the Chaotix Detective Agency started out their search in Imperial City. However, they found nothing there but the city's wreckage. (StH: #5)
