The Hooligans were a team composed of Fang, Bean and Bark[1] that Sonic the Hedgehog and Knuckles the Echidna had encountered in the past, Sonic compared Rough the Skunk and Tumble the Skunk to them in a negative light, calling the group “a class-act” by comparison. (StH: #3)

Background Information[]
- The Hooligans are, or were, a trio of characters who originated from the classic era of the Sonic the Hedgehog video games, specifically Nack the Weasel, Bean the Dynamite, and Bark the Polar Bear. Their status as a team, as well as their team name, were first coined in the Archie Comics’ continuity. Sonic never elaborates on who the team are in the IDW continuity, though it was confirmed in a BumbleKast.[1]
- It was later revealed at the IDW Sonic panel, at San Diego Comic Con 2018, that the Hooligans are in fact not allowed to appear as a part of the "Modern Sonic" brand and, by extension, the IDW Sonic series. [1]
- The reference to the Hooligans was only included because Sega missed it, they were pitched to appear later based on this initial reference but were rejected, the Hooligans are classic exclusive characters and cannot appear or be referenced.[1]
